<p>After Israeli spy Jonathan Pollard was sentenced to life in prison in 1986, the U.S. negotiated an understanding with Israel—a “gentlemen’s agreement” —stipulating that neither nation would thenceforth conduct espionage operations in the other’s territory without consent. But the agreement was a sham from the beginning.</p>
<p>The Israeli government didn’t even honor its commitments in the aftermath of the Pollard case, failing to return the estimated 360 cubic feet of stolen information to enable the U.S. to conduct a damage assessment. The United States, for its part, continued to recruit and run agents inside Israel throughout the 1980s and 1990s. And it was known within the intelligence and counterintelligence communities that Israel did the same in the United States.</p>
<p>David Szady, the FBI’s assistant director for counterintelligence, was so dismayed by the level of Israeli spying in the late ’90s that he called in the head of the Israeli Embassy’s Central Institute for Intelligence and Special Activities (Mossad) office and told him, “Knock it off.”</p>
<p>Pollard’s name was in the news again on April 22, when former <strong>U.S. Army weapons engineer Ben-Ami Kadish was arrested for passing secrets to Israel</strong>. Kadish had been an agent run by Yosef Yagur, who directed Pollard. Yagur, under cover as a science attaché at the Israeli Consulate General in New York, fled the U.S. in 1985 after Pollard was arrested, but remained in touch with Kadish.</p>

<p><strong>The arrest revived suspicions that Israeli agents might still be operating inside the U.S., most particularly “Mega,” whose cover name was revealed in an NSA-intercepted conversation between two Israeli intelligence officers. “Mega” was clearly at the policymaker level, as Kadish and Pollard frequently sought files by name or number. Someone more senior in Washington appeared to be directing the Israeli handlers toward sensitive information. Whoever “Mega” was, he is still at large.</strong></p>
<p>Israeli Foreign Ministry spokesman Arieh Mekel sought to play down the allegations, noting, “Since 1985 there have been clear orders from prime ministers not to conduct these kinds of activities.” The media obediently reported the disclaimer under headlines such as Agence France Presse’s: “Israel says no spying on US since 1985.”</p>
<p>But the spokesman had not said that. He referred to “these kinds of activities,” possibly meaning the recruitment of American Jews to work as Israeli intelligence agents. Mekel’s half-hearted denial was a step removed from the Israeli government’s reaction to the 2004 investigation of the American Israel Public Affairs Committee, when then Prime Minister Ariel Sharon and Foreign Ministry spokesman Mark Regev insisted that Israel “does not spy on the United States of America.”</p>
<p>It’s possible that Israel has largely demurred from recruiting American Jews as spies, but Tel Aviv’s intelligence operations in the U.S. have undeniably continued.</p>
<p><strong>The magnitude of Israeli espionage is certainly known to some senior government officials and is hidden in classified files. But even evidence available in public records attests to widespread infiltration.</strong></p>
<p>Spy operations run by a case officer directly involving a controlled agent are only one of many tasks delegated to an intelligence service. Other responsibilities might include tapping into communications networks, directing agents of influence in the foreign government who can enable favorable policy decisions, running covert actions that feed misleading information to the media, and arranging technology transfers that frequently rely on companies that are either fronts or co-operating with the intelligence service to obtain secret military or commercial information. Even if Israel has stopped recruiting American Jews—and that is by no means certain—it nevertheless continues to carry out many core intelligence operations in the United States.</p>
<p><strong>Israel has little need to run agents of influence here as its intelligence officers, diplomats, and politicians already have unfettered access to policymakers. It has been reported that the Pentagon under Paul Wolfowitz and Doug Feith—both of whom have been investigated for passing classified information to Israel—took few steps to monitor Israeli visitors. </strong></p>
<p>Likewise, the Israeli Embassy has excellent access to the media. When it wants to plant propaganda or place stories intended to shape opinion in a direction favorable to Israel, the Mossad generally looks to the British press. Rupert Murdoch’s <em>Times</em> group of newspapers and the <em>Daily Telegraph</em>, formerly owned by Conrad Black, have featured many articles that clearly originated with Israeli government sources. Such pieces are often picked up and replayed in the United States.</p>
<p><strong>Virtually every U.S. government body concerned with security has confirmed that Israeli espionage takes place, though it is frequently not exposed because FBI officers know that investigating these crimes is frustrating and does no favors for their careers</strong>. But Israel always features prominently in the annual FBI report called “Foreign Economic Collection and Industrial Espionage.”</p>
<p>The 2005 report states, “Israel has an active program to gather proprietary information within the United States. These collection activities are primarily directed at obtaining information on military systems and advanced computing applications that can be used in Israel’s sizable armaments industry.” It adds that Israel recruits spies, uses electronic methods, and carries out computer intrusion to gain the information.</p>
<p><strong>Giving U.S. Secrets to our adversaries</strong></p>
<p>The focus on U.S. military secrets is not limited to information needed for the defense of Israel, as was argued when Pollard was arrested. Some of the information he stole was of such value that many high-ranking intelligence officers believe the <strong>Soviet Union</strong> agreed to the release of tens of thousands of Russian Jews for resettlement in Israel in exchange.</p>
<p>In early 1996, the Office of Naval Investigations concluded that Israel had transferred sensitive military technology to <strong>China</strong>. In 2000, the Israeli government attempted to sell China the sophisticated Phalcon early warning aircraft, which was based on U.S.-licensed technology. A 2005 FBI report noted that the thefts eroded U.S. military advantage, enabling foreign powers to obtain hugely expensive technologies that had taken years to develop.</p>
<p>In 1996, ten years after the agreement that concluded the Pollard affair, the Pentagon’s Defense Investigative Service warned defense contractors that Israel had “espionage intentions and capabilities” here and was aggressively trying to steal military and intelligence secrets. It also cited a security threat posed by individuals who have “strong ethnic ties” to Israel, stating that “Placing Israeli nationals in key industries … is a technique utilized with great success.”</p>
<p>The memo cited<strong> illegal transfer of proprietary information from an Illinois optics firm in 1986</strong>, after the Pollard arrest, as well as the <strong>theft of test equipment for a radar system in the mid-1980s.</strong> A storm of outrage from the Anti-Defamation League led to the Pentagon’s withdrawal of the memo, an apology that predictably blamed the language on “a low-ranking individual,” and a promise that no similar warning would be written again.</p>
<p>But the issue of Israeli spying would not go away.</p>
<p>Soon after,<strong> the General Accounting Office, the investigative arm of Congress, completed an examination of espionage directed against American defense and security industries. The report described how Israeli citizens residing in the U.S. had </strong></p>
<ul>
<li>stolen sensitive technology to manufacture artillery gun tubes,</li>
<li>obtained classified plans for a reconnaissance system, and</li>
<li>passed sensitive aerospace designs to unauthorized users.</li>
</ul>
<p>An Israeli company was caught monitoring a Department of Defense telecommunications system to obtain classified information, while other Israeli entities targeted avionics, missile telemetry, aircraft communications, software systems, and advanced materials and coatings used in missile re-entry.</p>
<p>Independently, a Defense Department source confirmed the GAO report, citing “dozens of other spy cases within the U.S. Defense industry.” The GAO concluded that Israel “conducts the most aggressive espionage operation against the United States of any U.S. ally.”</p>
<p><strong>Israeli “art students”</strong></p>
<p>In early 2001, several federal government agencies noticed a series of intrusive approaches by Israelis who were ostensibly selling paintings. In June, the Drug Enforcement Administration made a compilation of the activities of the so-called “art students” in a classified report, which was later leaked.</p>
<p><strong>The report documents 125 specific attempts by Israelis to gain entry to government offices, residences of government employees, and even Defense Department facilities between January and June 2001</strong>.</p>
<p>The Israelis “targeted and penetrated military bases” and were observed trying to enter federal buildings from back doors and parking garages. One detained Israeli was caught wandering around the federal building in Dallas with a detailed floor plan in hand. Many of those arrested were found to have backgrounds in “military intelligence, electronic surveillance intercept, or explosive ordnance units.”</p>
<p>Now, there may have been an Israeli student subculture in the U.S. selling cheap reproductions.</p>
<p>But it is also clear that <strong>the art-student mechanism was used by intelligence officers to provide cover for espionage. The students were organized in cells of eight to ten members that traveled in vans, which provide concealment for electronic equipment. Several of the students were able to afford expensive airline tickets to hop from plane to plane, two of them flying in one day from Hamburg to Miami, then to Chicago, and finally winding up in Toronto on tickets that cost $15,000 each.</strong></p>
<p>In Miami and Chicago, they visited two government officials to try to sell their art. Another student had in his possession deposit slips for $180,000. Six students used cellphones provided by a former Israeli vice consul. Many claimed to be registered at either the University of Jerusalem or the Bezalel Academy of Arts in Jerusalem, but not a single name could be connected to the student body list of Bezalel, and there is no University of Jerusalem.</p>
<p>It is plausible that the art students who were actually intelligence officers might have been seeking entry to DEA facilities to gain access to confidential databases. If the broader Israeli espionage effort was focused on Arabs in the United States, such information would be invaluable.<strong></strong></p>
<p><strong> The DEA report concluded cautiously that the Israelis “might well be engaged in organized intelligence gathering.” Of the 140 art students arrested, most were deported for immigration violations. Some were just let go.</strong></p>
<p><strong>Israeli “Moving Systems”<br />
</strong></p>
<p>And then there are the movers. <strong>Urban Moving Systems of Weehawken, New Jersey</strong> was largely staffed by Israelis, many of whom had recently been discharged from the Israeli Defense Forces. As has been widely reported, three movers were photographed celebrating in Liberty State Park against the backdrop of the first collapsing World Trade Center tower.</p>
<p><strong>The celebration came 16 minutes after the first plane struck, when no one knew that there had been a terrorist attack and the episode was assumed to be a horrible accident. The owner of the moving company, Dominik Suter, was questioned once by the FBI before fleeing to Israel. He has since refused to answer questions.</strong></p>
<p>Whether the movers and the art students had jointly pieced together enough information to provide a preview of 9/11 remains hidden in intelligence files in Tel Aviv, but the proximity of both groups to 15 of the hijackers in Hollywood, Florida and to five others in northern New Jersey is suggestive.</p>
<p>Speculation about 9/11 aside, it is certain that Urban Moving was involved in an intelligence-collection operation against Arabs living in the United States, possibly involving electronic surveillance of phone calls and other communications.</p>
<p>When they were arrested, the five Israelis working for Urban Moving had multiple passports and nearly $5,000 in cash. They were held for 71 days, failed a number of polygraph exams, and were finally allowed to return to Israel after Tel Aviv admitted that they were Mossad and apologized.</p>
<p>Between 55 and 95 other Israelis were also arrested in the weeks following 9/11, and a number were reported to be active-duty military personnel. The FBI came under intense pressure from several congressmen and various pro-Israel groups to release the detainees.</p>
<p><strong>The order to free them came from Judge Michael Mukasey, now the U.S. attorney general. An FBI investigator noted, “Leads were not fully investigated” due to pressure from “higher echelons.” According to one source, the White House may have made the final decision to terminate the inquiry. </strong></p>
<p>Though the investigation could have gone much farther, the FBI identified two of the Weehawken movers as Israeli intelligence officers and confirmed that Urban Moving was a front for Mossad to “spy on local Arabs.” One CIA officer involved in the investigation concluded, “The Israelis likely had a huge spy operation.”</p>
<p><strong>In May 2004, there were two incidents involving Israelis in moving vans in proximity to U.S. nuclear facilities.</strong></p>
<p>One occurred in Tennessee near the Nuclear Fuel Services plant, which reprocesses nuclear waste from hospitals. The van was pursued by the local sheriff for three miles after refusing to pull over. The two fleeing Israelis, who threw a bottle containing an accelerant, had in their possession Israeli military ID’s and false U.S. documents.</p>
<p>In the second incident, two movers in a van tried to enter the Kings Bay Naval Submarine Base in Georgia, which is home to eight Trident nuclear submarines, but were arrested when dogs detected drugs inside their vehicle. The men had military ID’s and false documents. There was no follow-up by the FBI even though both incidents were reported to federal authorities.</p>
<p><strong>Targeting U.S. facilities abroad</strong></p>
<p>There have also been reports of intensive targeting of U.S. government facilities overseas.</p>
<p>In late 2001, State Department security noted a series of incidents at diplomatic missions and military bases, all involving Israelis. It described many of the incidents as “bizarre.”</p>
<p>In one instance, French police arrested several Israelis at 2 a.m. after they were observed taking numerous photos of the U.S. embassy in Paris. As it was dark, their behavior was unusual to say the least—or perhaps not since it was revealed that the Israelis were using infrared film to detect communications equipment in the embassy.</p>
<p><strong>FBI investigates Israel-AIPAC espionage </strong></p>
<p>In August 2004, the media discovered an FBI investigation, begun in 1999, involving Pentagon intelligence analyst Larry Franklin. He had openly met Israeli Embassy intelligence officer Naor Gilon as well as two AIPAC officials, director Steve Rosen and chief analyst Keith Weissman.</p>
<p><strong>He pleaded guilty in October 2005 to revealing classified information</strong> and is now serving a 12-year prison sentence. Rosen and Weissman are currently on trial.<strong> If the prosecution is correct, Franklin passed classified information relating to Iran to both AIPAC employees, who in turn provided the information to the Israeli Embassy.</strong> The defense has argued that such exchanges are routine in Washington, particularly between close allies such as Israel and the U.S., but that is a dubious reading of events.</p>
<p>Passing classified information and documents is not the same as casual political conversation over a cup of coffee. If Israel had stopped spying on the United States, Gilon should have refused to receive the information provided by Franklin. He might even have gone through official channels to report Franklin’s activity. He did neither. Nor did Rosen and Weissman object when they received information that they knew to be classified. Instead, they passed it on to the Israelis.</p>
<p>In June 2006, it was revealed that the Pentagon had begun to deny security clearances to American Jews who had family in Israel. Israelis seeking security approval to work for American defense contractors were also finding it increasingly difficult to obtain clearances. A Pentagon administrative judge overruled an appeal by one of the Israelis, stating, “The Israeli government is actively engaged in military and industrial espionage in the United States. An Israeli citizen working in the US who has access to proprietary information is likely to be a target of such espionage.”</p>
<p><strong>Israel, Clinton,Lewinsky</strong></p>
<p><strong>Israel conducts much of its high-tech spying through its corporate presence in the United States. </strong></p>
<p>It is heavily embedded in the telecommunications industry, which permits access to the exchange of information.</p>
<p><strong>The Whitewater investigation revealed that President Bill Clinton warned Monica Lewinsky that their phone-sex conversations might have been recorded by a foreign government. That foreign government would have been Israel, where government and business work hand-in-hand in the high-tech sector, and many former government officials and military officers hold senior management positions. </strong>The corporations, in return, receive large contracts with the Israeli government and the Israel Defense Forces.</p>
<p><strong>Amdocs </strong></p>
<p>Two Israeli companies in particular—Amdocs and Comverse Infosys, both of which are headquartered in Israel—do significant business in the United States. Amdocs, which has contracts with the 25 largest telephone companies in the U.S. that together handle 90 percent of all calls made, logs all calls that go out and come in on the system.It does not record the conversations themselves, but the records provide patterns, referred to as “traffic analysis,” that can provide intelligence leads.</p>
<p><strong>In 1999, the National Security Agency warned that records of calls made in the United States were winding up in Israel. Amdocs also has an apparent relationship with some of the art students who were arrested in 2001. Several were provided with bond money by an Amdocs executive.</strong></p>
<p><strong>Comverse Infosys</strong></p>
<p>Comverse Infosys provides wiretapping equipment to law enforcement throughout the United States and also has large contracts with the Israeli government, which reimburses up to 50 percent of the company’s research and development costs.</p>
<p>Because equipment used to tap phones for law enforcement is integrated into the networks that phone companies operate, it cannot be detected. Phone calls are intercepted, recorded, stored, and transmitted to investigators by Comverse, which claims that it has to be “hands on” with its equipment to maintain the system.</p>
<p>Many experts believe that it is relatively easy to create a so-called “back door” that permits the recording to be sent to a second party, unknown to the authorized law-enforcement recipient. And Comverse equipment has never been inspected by FBI or NSA experts to determine whether the information it collects can be leaked, reportedly because senior government managers block such inquiries.</p>
<p><strong>According to a Fox News investigative report, which was later deleted from Fox’s website under pressure from various pro-Israel groups, DEA and FBI sources say that even to suggest that Israel might be spying using Comverse “is considered career suicide.”</strong></p>
<p>A number of criminal investigations using Comverse equipment have apparently come to dead ends when the targets abruptly change their telecommunications methods, suggesting at a minimum that <strong>Comverse employees might be leaking sensitive information to Israeli organized crime.</strong></p>
<p><strong>Israeli espionage directed at U.S. Congress?<br />
</strong></p>
<p>The chickens occasionally come home to roost. In 2002, Israeli espionage might have been directed against the U.S. Congress, which has so assidiously ignored Tel Aviv’s spying. Congressman Bob Ney, currently in prison for corruption, arranged a noncompetitive bid for the Israeli telecommunications company Foxcom Wireless to install equipment to improve cellphone reception in the Capitol and House office buildings.</p>
<p><strong>Foxcom, based in Jerusalem, has been linked to imprisoned lobbyist Jack Abramoff. </strong>Telecommunications security experts note that equipment that can be used to enhance or improve a signal can also be used to redirect the phone conversation to another location for recording and analysis. The possibility that someone in the Israeli Embassy might be listening to congressmen’s private phone conversations is intriguing to say the least.</p>
<p>Some might argue that collecting intelligence is a function of government and that espionage, even between friends, will always take place. But the intensity and persistence of Israeli spying against the United States is particularly disturbing since Israel relies so heavily on American political and military support. Other allies like Britain, France, and Germany undoubtedly have spies in Washington, but there is a line that they do not cross.</p>
<p>Given the stakes involved, it would be reasonable for the United States to quietly offer Israel’s leaders a choice. They can continue to receive billions of dollars in aid, or they can persist in spying against their greatest benefactor. They should not be permitted to do both.</p>

<p>Millions of American voters were offended this week by the vulgar display on Capitol Hill which witnessed the annual rite of nearly 2/3’s of Members on Congress stumbling over one another at the annual AIPAC Conference in order to ingratiate themselves with their hosts and to protect their sinecures.</p>
<p>Equally nauseating to many was what some on Capitol Hill are calling “Congressional Black Tuesday” when they assert Congress cheapened its status in American and foreign eyes and fouled itself by taking the role of undignified cheerleaders for Israeli Prime Minister Netanyahu during his appearance before a joint session of Congress, an invitation normally reserved for august occasions and accomplished personages.</p>
<p>With 41 applause interruptions and 29 standing ovations, even with some appearing half-hearted and somewhat forced, Congress sent a message that the Legislative branch, increasingly under the control of a foreign power, and not the Executive branch, will continue to determine American policy toward Israel and the Middle East.</p>
<p>Some Congressional scholars, historians, and longtime observers of Congress are expressing dismay over what seems to have dramatically diminished the claimed, “World’s greatest deliberative body”.</p>
<p>Among those objecting to what they see as the corruption of Congress are an increasing number of the more than 18,000 Congressional staffers, many of whom work as many as 70 hours per week in their sometimes highly competitive jobs.  Most Congressional staffers understand and respect the institution of Congress, know their Members politics, are aware of American interests in the Middle East and are fairly well informed on the Question of Palestine.</p>
<p>However, many are not happy and are beginning to rise up against what they are witnessing in their offices which is the increasing smothering of their erstwhile legislative aid roles by agents of Israel such as AIPAC. The latter are  seen as increasingly preempting their roles and taking over some of their work by flooding their offices with position papers and then lobbying incessantly to see their ‘recommendations” implemented.</p>
<p>It is not always easy being a Congressional staffer and many have been and continue to be abused in various ways, some of which become public in an institution that values discretion and averting attention from their Members foibles.  Yet working in Congress can be interesting and often rewarding work for those wanting to serve their constituents and help solve myriad problems on the local and federal level.<br />
Thanks to Skype and email, there is no shortage of access these days to friends and acquaintance who work on the Hill and whose work assignments include US Middle East policy.  This longtime observer of Congress and former staffer has been somewhat pleasantly surprised by the strong reaction of some Congressional aides to last week’s events on the Hill and the rapid changes happening across the Middle East.</p>
<p>Congressional staff reactions to the Obama and Netanyahu AIPAC speeches and particularly the Israeli PM’s speech to Congress is strong and leads to the tentative conclusion that the effects the Arab Spring are being felt in both Houses of Congress and well as numerous support agencies such as the Congressional Research Service of the Library of Congress.</p>
<p>Many House and Senate staffers identify with those of similar age who have taken to the streets across the Middle East who are thought of as courageous, smart and reasonable.  They also understand that the Arab Awakening of 2011 is an historic game changer and they are often deeply sympathetic and supportive. Perhaps because of their knowledge of the issues, they express abhorrence to the Zionist falsehoods and disinformation that comes from AIPAC offices at the bottom of Capitol Hill and some of which were repeated by Netanyahu in their workplace.</p>
<p>Virtually all Congressional staffers who objected to Netanyahu’s appearance before Congress expressed rejection of his following assertions as ludicrously false:</p>
<p>• Of 300 million Arabs in the Middle East and North Africa, only Israel’s Arab citizens enjoy real democratic rights.&#8221;</p>
<p>• Throughout the millennial history of the Jewish capital, the only time that Jews, Christians and Muslims could worship freely, could have unfettered access to their holy sites, has been during Israel’s sovereignty over Jerusalem.&#8221;</p>
<p>• In Judea and Samaria, the Jewish people are not foreign occupiers.&#8221;</p>
<p>• In recent years, the Palestinians twice refused generous offers by Israeli prime ministers to establish a Palestinian state on virtually all the territory won by Israel in the Six-Day War.&#8221;</p>
<p>• We have helped the Palestinian economic growth by removing hundreds of barriers and roadblocks to the free flow of goods and people, and the results have been nothing short of remarkable.&#8221;</p>
<p>• The Palestinian refugee problem will be resolved outside the borders of Israel.&#8221;</p>
<p>• They (Palestinians) continue to educate their children to hate.&#8221;</p>
<p>• A nuclear armed Iran would ignite a nuclear arms race in the Middle East.&#8221;<br />
<strong>How Netanyahu received his “speech of a lifetime” ovations<br />
</strong><br />
Two staffers who work with the House Foreign Affairs Committee and who know the issue of Palestine very well and also how AIPAC operates on the Hill explained to this observer how Netanyahu’s “speech of a lifetime” was organized by AIPAC.</p>
<p>Firstly, orders were issued that nothing was to be left to chance and they essentially succeeded but for the protesting slogans shouted by Rae Abileah before AIPAC undercover security tackled her and she ended up in the hospital, groped, injured and under arrest.</p>
<p>“Here is how Bibi got his “spontaneous” applause”, one and then the other explained.  “AIPAC, as usual with visiting Israeli officials, edited his speech for most favorable local consumption.  Marks were made at the end of intended applause lines for Bibi to highlight them verbally.  Key Members such as Eric Cantor (R-VA), Steny Hoyer (D-MD), Senator Charles Schumer (D-NY) and Harry Reid (D-NV) were designated as floor leaders and were seated in strategic locations in the Chamber.  Once Bibi began his speech the floor leaders would leap up at the indicated cue phases and begin to applaud enthusiastically. Quite naturally, others would follow either not wanting to be appear impolite or to stand out and be noticed as not showing proper support for Israel and its Prime Minister.</p>
<p>“In addition, AIPAC staffers who prowl congressional offices daily let it be known that videos of the Members listening to Bibi would be kept on file and insinuated that how the Member’s performed during his speech to Congress would be taken into consideration when planning this summer’s Jewish fundraising events.</p>
<p>One aide, who supports his bosses “moderately pro-Palestinian positions”, defended his applause for Netanyahu with these words:  “Look, my guy could not just sit there and be conspicuous. Of course he resents being forced to fake support for Israel’s insane policies that he believes harms our country. Believe me many Members feel like him and many Hill staffers are disgusted by what we see.  But the guy needs to keep his job to work on other issues like protecting Medicare and stopping home foreclosures.  Plus not many of our constituents probably even watched him grovel on TV so it was kind of a freebie for us.  What would you have done?”</p>
<p>A surprising number of Congressional staffers explain that they feel they are stigmatized abroad and particularly in the Middle East as being part of the Israel lobby when they are not.  One staffer explained: “This sounds arrogant but we who work in Congress know this subject much better than the general American public and when you understand the history of Palestine and its takeover by Europeans and the continuing ethnic cleansing of the rightful owners of the land, how do you think we feel?  We feel the same as the Palestinians refugees spread all around the World feel.  We are human beings too. Arab and foreign media often lumps us with the Members of Congress whereas in reality many of us are working for change.”</p>
<p>One lady, whose job it is to summarize and update Arab-Israeli conflict developments for her boss who is a Senator from the Midwest explained that “sometimes AIPAC sees what I write and will contact and challenge me on my work that should be between me and my boss. Everyone knows that Members of Congress are regularly pressured and targeted by AIPAC.  You should know that dozens of staffers have been fired from their jobs on the Hill during the 15 years I have been here.  I may be next.”  And then she added, “But until that day comes I will continue to support the Palestinian cause and work to change our foreign policy and see that it’s made in the USA and not in Tel Aviv.”</p>

<p>In my view, so did the US, relatively speaking, but few in the US establishment are yet ready to admit that. In his speech before AIPAC on Sunday, 22 May, Mr. Obama came across, again, as more of an Israel advocate than a US president, further alienating Arab &#8212; and many other &#8212; audiences.</p>
<p>With Arabs crossing the barrier of fear and taking the initiative to rebuild their societies freely, on democratic principles, the last thing they need is the US government’s offer for help; having seen exactly how the US is building democracy in Iraq and Afghanistan, Mr. Obama will excuse Arabs for being skeptical about his offer, to put it mildly.</p>
<p>The Arab Spring happened despite the US administration’s decades-old staunch support for the dictatorships in Tunisia, Egypt, Bahrain, Yemen and elsewhere. US support for the Saudi dictatorship, arguably the most totalitarian and reactionary of all, has been critical in suppressing popular revolt and democratic reform in the oil-rich oligarchy. In Tunisia and Egypt, only after victory became a fait accompli did the US and most of Europe start paying lip service to the need for democratization and an orderly transfer of power.</p>
<p>To underline this point, the US has maintained its crucial backing of the Yemeni and Bahraini despotic regimes, despite brutal violations of human rights, arbitrary killings of peaceful protesters, and imprisonment of reform leaders, simply because the regimes there have proven to be able &#8212; at least temporarily &#8212; to hold back the revolts by brute force. Once the regimes start to crumble, so will US public support for them, no doubt. Realpolitik wins, at the end, while principles and a true commitment to human rights and international law &#8212; the latter being completely missing from the entire Obama speech &#8212; take a back seat, as always.</p>
<p>And now the US administration is offering Tunisians and Egyptians petty “debt-relief” bribes after having colluded with the tyrannical regimes there in the pillage of their respective nations’ wealth and the investment of these sums in the US and Western Europe, for the most part. Mr. Obama must think that Arabs have a very shallow memory or are somewhat slow. The sooner he realizes that he is wrong on both accounts, the more likely his administration will be able to absorb the true historic meanings and transformative repercussions of the Arab Spring and, consequently, the more just, fair, consistent and relevant US foreign policy can become.</p>
<p>In his policy speech on Thursday, Obama’s mere mention of the 1967 borders as a territorial basis for “negotiations” triggered a “<a href="http://www.guardian.co.uk/world/2011/may/20/netanyahu-outrage-obama-speech-synthetic?intcmp=239" target="_blank">synthetic</a>” outrage by the Israeli government. Obama’s caveat that followed, “with agreed land swaps,” was intentionally ignored by Israeli officials’ and lobbyists’ irate attacks on Obama. As a result, Obama bent over backward in his speech before AIPAC to explain that what he really meant was that the 1967 borders will not stay the same as they must accommodate Israel’s colonies built on occupied Palestinian land over the last 44 years of occupation. By bluntly putting Israel’s interests ahead of everything else, including long established US interests in ensuring “stability” and winning hearts and minds in the region, Mr. Obama’s two speeches made those US interests even more remote. The fact that Obama’s strongest argument for ending the Israeli occupation is that it serves Israel’s interest of securing a Jewish state and circumvents the fast growing international isolation further confirms where his allegiances lie.</p>
<p>Judging by myriad opinion columns and media interviews on main Arab TV channels President Obama’s original policy speech largely failed to impress the Arab publics, including Palestinians, for several reasons; I shall focus on the most blatant.</p>
<p>First, very few Arabs today actually trust the Obama administration, particularly after its demeaning U-turn on the US demand for Israel to freeze its colonial settlements illegally built on occupied Palestinian and Syrian territory. The utter failure of the US administration to compel Israel to stop construction of those colonies &#8212; which constitute war crimes according to <a href="http://www.icrc.org/customary-ihl/eng/docs/v1_rul_rule129" target="_blank">international law</a> &#8212; has cost the US a severe hemorrhage of credibility in the eyes of the Arab world. If Israel will not listen to its main benefactor over such a relatively small matter, can anyone expect the US to pressure Israel to recognize the more substantial inalienable rights of the Palestinian people?</p>
<p>Second, the fanatic-right Israeli government with Netanyahu at its helm has, through its well endowed <a href="http://www.huffingtonpost.com/omar-barghouti/peace-demands-challenging_b_860727.html" target="_blank">lobby groups</a>, shown beyond doubt that it commands far more influence over the US Congress than Obama and his administration when it comes to setting Mideast policy. Not only was the US forced to accept the humiliation of being seen by the world as obsequiously complying with Israeli diktats by reversing long standing US policy condemning Israel’s settlements as illegal and an obstacle to peace; it had to cast a veto a resolution at the UN, supported by an overwhelming majority of the world community, that reiterated this US policy staple.</p>
<p>Netanyahu’s latest public <a href="http://www.huffingtonpost.com/2011/05/20/obama-netanyahu-white-house-meeting_n_864828.html" target="_blank">rebuff</a> of Obama at their meeting on Friday did not help ameliorate the damage either. As a result, no matter what Mr. Obama says now, very few will take it seriously, knowing that Israel’s far-right government will ultimately have the upper hand in setting US policy in this part of the world.</p>
<p>Third, Mr. Obama’s double standard has reached a new record, as he threw around lofty terms such as “self determination,” “inclusive democracy,” “the inalienable right to freedom,” but he largely excluded the Palestinian people from the set of nations entitled to these inherent rights. He spoke of the “self-evident truth that all men are created equal,” but ignored Israel’s <a href="http://www.state.gov/g/drl/rls/hrrpt/2010/nea/154463.htm" target="_blank">system of racial discrimination</a> that the US Department of State has itself consistently condemned as constituting “institutional, legal, and societal” discrimination against the indigenous Palestinians who are citizens of Israel. In fact, this legalized discrimination fits the <a href="http://www.un.org/ga/search/view_doc.asp?symbol=A/res/3068%28XXVIII%29" target="_blank">UN definition</a> of apartheid.<br />
Furthermore, while Obama spoke about his government’s support for non-violent struggle for freedom and equal rights, he again excluded Palestinian peaceful resistance against the Israeli occupation and apartheid. Non-violence is exactly what most Palestinians have been engaged in over many years, whether in the civil society-led <a href="http://www.guardian.co.uk/commentisfree/2010/aug/12/besieging-israel-siege-palestinian-boycott" target="_blank">boycott, divestment and sanctions</a> (BDS) movement, the mass peaceful protests against the wall and colonies, or the most recent <a href="http://www.guardian.co.uk/commentisfree/2011/may/19/nakba-day-palestinian-summer" target="_blank">Nakba commemoration</a> peaceful marches that succeeded in crossing the border into the occupied Golan Heights, setting a historic precedent that is pregnant with far reaching potential.</p>
<p>What added insult to injury in the speech was Obama’s insistence on recognizing Israel as a “Jewish state,” which he emphasized further by calling it a “state of the Jewish people,” thus endorsing Israel’s <a href="http://www.bdsmovement.net/files/English-BNC_Position_Paper-Durban_Review.pdf" target="_blank">extraterritorial</a> definition of nationality, a clear violation of international law that fundamentally denies the non-Jewish citizens of Israel, the indigenous Palestinians, equal rights simply because of their identity. Imagine if the US President were to describe the US as a Christian nation, or a nation of Christians around the world. Why should Israel be treated as above the law of nations and allowed to maintain an ethnocentric, exclusionary regime that automatically reduces its “non-Jewish” citizens to second-class citizenship with circumscribed rights due to their ethnic or religious identity? How can any state be allowed to define itself as a state of some of its citizens, and many others who are not, but not of all its citizens? Whatever happened to Mr. Obama’s supposed commitment to equality and “inclusive democracy”?</p>
<p>&nbsp;</p>
<p>By the same logic, international law does not condone an exclusionary, racist Islamic, Christian, Hindu or any other state that institutionalizes racial discrimination and apartheid against part of citizenry, based on their ethnic, religious or any other identity attribute.</p>
<p>Charting a path to a just, comprehensive, and sustainable peace in the Middle East requires that all parties abide by international law and universal human rights. So long as the US administration carries on with its massive, multi-billion dollar annual subsidy for Israel’s intransigence and to protect from international censure and sanctions Israel’s multi-tiered system of colonial oppression against the Palestinians, no glamorous oratory from Mr. Obama stands a chance to slow down the US’s descent into irrelevance in the ongoing reshaping of the modern history of this strategic region.</p>

<p>Inside the moral corruption of Israeli society<br />

<p>After being arrested in a Palestinian demonstration near Hebron some  time ago, I was handcuffed and blindfolded then sat in the direct sun  along with another Israeli activist. After some time, an IDF commander  arrived on the scene and asked one of his soldiers, &#8220;why are those two  in the sun?&#8221; The soldier reported that he just put us next to some  Palestinians that were arrested in the same demonstration. The  commander, clearly upset with his young soldier, ordered that we be  moved to the shade because `they are Jews.&#8221; Then he personally inspected  the zip-tie handcuffs of the Palestinians, making sure that they were  as excruciatingly tight as possible.</p>
<p>This was one of my first concrete experiences in the West Bank in which I  was able to see just how soldiers viewed Palestinians. It was as if  they were not fully human or at least, not as human as Jews.</p>
<p>Purposeless is a word that is used often in the new Breaking the Silence  collection of IDF soldiers&#8217; testimonies from the past ten years of  occupation in the West Bank. Testimony after testimony tells a story of  some experience where soldiers harassed, terrorized and `controlled&#8217;  Palestinians for seemingly no purpose at all.</p>
<p>Soldiers would raid a house, arrest an unwanted man, or shoot unarmed  civilians while forcing families to stand in the cold wearing only night  cloths for no reason whatsoever. After telling their stories of abuse,  many soldiers say they saw no purpose in conducting these actions.</p>
<p>From an operational standpoint, there is no purpose in arresting an  unwanted man or harassing a village with sound bombs at four in the  morning. However, there is a greater purpose for the constant harassment  of Palestinians. It is done to reinforce the notion that they are an  occupied and controlled people as well as to indoctrinate young soldiers  in the ways that the army understands the Palestinian population; as  not completely human. Viewing Palestinians as less than human is a  profound example of the moral corruption of Israeli society.</p>
<p>In order to occupy, with all the violations of the humanity of the occupied, the occupier must internalize a moral high ground.</p>
<p>The `purposeless&#8217; arrests, night raids, and other violations of human  rights are a necessary component for soldiers to understand their high  ground.  The fact that most of the horrific crimes discussed in the  testimonies were conducted by commanders and others in supervisor  positions further reinforces this idea that `purposeless&#8217; operations are   done for a clear purpose. Breaking the Silence has given us a window  into the method of indoctrination in Israel at its most sacred level,  that of the army.</p>
<p>One of the most recent testimonies from the book, reports of `purposeless&#8217; activities in Ramallah and Hebron in 2008-2009:<br />
We also had arrests that  we  were  tired  of. There was a  feeling   that  they  were purposeless, for example looking for people who cut the  fence or people who threw stones or  were identified  at   demonstrations  against the fence or inciters.</p>
<p>It was a feeling of purposelessness. If in Hebron there was a feeling  that you were arresting an unfortunate person, the feeling here was that  we were doing nothing. There was one arrest, I don&#8217;t remember in which  village it started heating up, and there was chaos and I remember the  company commander cocked his weapon and said they need to calm down, and  the Shin Bet came in the middle of the village among a few houses of a  large family.</p>
<p>Testimony 22 evokes another picture of terror. Titled, &#8220;The battalion  commander marched him barefoot&#8221;, a soldier recalls having his commander  order a house raid in Gaza in 2002-3:</p>
<p>We are taking everyone out of the house at four in the morning in the  freezing cold and leaving them outside in the cold, in robes, without a  minute of  warning to put on some clothes, and leaving them for a half  hour outside until you do the search. Up to cases where they come with a  Givati force in Gaza, they go in with the battalion commander; they  find someone there who isn&#8217;t connected to anything, a house that&#8217;s not  at the location they received, a different house.</p>
<p>And of course in every home in Bet Lahia, outside of the house, there  are pictures of Shahids so he says to him: &#8220;What&#8217;s this?&#8221; And then he  decides to take him with us and he&#8217;s barefoot. They walk three  kilometers from his house to the border and he&#8217;s barefoot. He asked the  battalion commander if he could put shoes on, sandals, he asked him in  Hebrew and he goes to him: &#8220;No&#8221;! He started bleeding on the way.</p>
<p>As I was reading this document in disbelief and sadness, I mentioned a  couple of testimonies to my flat mate who was an IDF commander three  years ago. I told him about one testimony which described how soldiers  in Hebron would train for house arrests by selecting, at random, a  Palestinian home. In the middle of the night, they would raid the house  and arrest whom they pleased. After the terrorizing was over, the  soldiers would release the innocent man (or men) that they captured and  have an operational debriefing to inspect performance.</p>
<p>My flat mate, rather dismissively, asked if I was surprised by this. &#8220;I  used to do the same thing&#8221;, he exclaimed and continued, &#8220;They are doing  the same right now somewhere out there in the West Bank.&#8221;</p>
<p>The majority of soldiers have committed similar actions or watched them  happen.  When soldiers, our national pride, bravely come forward and  speak of what happens behind our walls and checkpoints, we have a  privileged position to better analyze the national psyche. What is found  is that the occupation has led to a moral corrosion of Israeli society  which has almost reached a point of no return</p>

<div>âWhen we asked a number of military experts what  kind of explosives would be capable of generating such damage, they  mentioned a new type of weapon. The combination of nuclear and  nanotechnology science can trigger an explosion the exact strength of  which can be regulated and controlled. The weapon is set up to destroy  everything within a given perimeter, down to the nearest centimeter. The  weapon is shaped like a small missile, a few tens of centimeters long.  It must be fired from a drone. Actually, several witnesses assured they  had heard an aircraft flying over the scene of the crime.â</p>
<p>Indeed, and while western media have announced that indictments against  Hezbollah will be issued shortly by the Special Tribunal for Lebanon,  Russian magazine Odnako chose to challenge the entire UN investigation.</p>
<p>According to a detailed investigation released by the magazine, the  weapon used to assassinate former Prime Minister Rafiq Hairiri was  supplied by Germany. Even more, the magazine said that former German  prosecutor and first commissioner in charge of the UN probe, Detlev  Mehlis, seemingly doctored evidence to cover up his countryâs  involvement.</p>
<p>âWhen looking at the photos and videos taken  immediately after the attack, the first most striking feature is the  blaze. Car parts and various types of objects are burning all around.  Then, the bodies of the victims: they are charred on one side and intact  on the other. An astonishing phenomenon which bears no resemblance to  what is normally caused by conventional explosives. The theory that the  van was transporting a mix of RDX, PETN and TNT does not account for the  damages occurred,â the Russian magazine emphasized. âWhat is more,  from the photos showing Rafiq Haririâs corpse one can observe that his  solid gold wristwatch has melted, whereas the collar of his luxury  shirt still hugs his neck in pristine condition.â</p>
<p>âThe  explosion generated a blast of an exceptionally intense heat and  exceptionally brief duration. Thus, the flesh exposed to the blast was  instantly carbonized, while the body underneath was not burnt.  High-density objects (such as the gold watch) absorbed the heat and were  destroyed. Conversely, low-density objects (like the delicate fabric of  Haririâs shirt collar) didnât have enough time to absorb the heat  and were unaffected.â</p>
<p>After asking a number of military  experts what kind of explosives would be capable of generating such  damage, the magazine concluded that a new type of weapon which has been  developed over several decades and is featured in reports appearing in  scientific journals was used in the assassination. âThe combination of  nuclear and nanotechnology science can trigger an explosion the exact  strength of which can be regulated and controlled. The weapon is set up  to destroy everything within a given perimeter, down to the nearest  centimeter.â</p>
<p>âAlways according to the same military  specialists, this weapon can also produce other types of effects: it  exerts a very strong pressure on the area of the explosion. The minute  it stops, the heaviest objects are propelled upwards. Accordingly, cars  were sent flying through the air. There is one unequivocal fact: this  weapon is equipped with a nano-quantity of enriched uranium, emanating  radiations which are quantifiable. Now, it just so happens that one of  the passengers in Rafia Haririâs armoured car survived the explosion.  Former Minister Bassel Fleyhan was taken to a topnotch French military  hospital for treatment. The doctors were astounded to discover that he  had been in contact with enriched uranium. But no one linked this to the  attack.â</p>
<p>âTechnically speaking, the weapon is shaped like  a small missile, a few tens of centimeters long. It must be fired from a  drone. Actually, several witnesses assured they had heard an aircraft  flying over the scene of the crime. The investigators asked the United  States and Israel, whose surveillance satellites are permanently  switched on, to provide them with the pertinent images. On the day of  the attack, the United States had deployed AWACS aircraft over Lebanon.  The live feeds could help to establish the presence of a drone and even  to determine its flight path. But Washington and Tel Aviv â which  indefatigably urge all parties to cooperate with the STL â turned down  the request,â the magazine said.</p>
<p>âSo, who fired the  missile?â the magazine wondered. âAccording to the military experts,  in 2005, Germany was the only country which had a handle on this new  technology. It is, therefore, Berlin which supplied and set up the crime  weapon. Hence, it is easy to understand why former Berlin Attorney  General Detlev Mehlis â a very controversial figure within his own  profession â was eager to preside the UN Investigation Commission.â</p>
<p>âThe truth ultimately seeps through. The Israeli drone videos  released by the Hezbollah expose Israelâs involvement in the crime  preparations. The facts revealed by Odnako point to the use of a  sophisticated German weapon. The puzzle is nearly complete,â it  concluded.</p></div>

<p>If it wasn’t for the &#8220;war on terror&#8221; America and Israel wouldn’t be  enjoying such military fun and games and reaping such fat rewards. Whole  new industries are flourishing thanks to the considerable effort  they’ve devoted to sowing the seeds of terror.</p>
<p>The <a href="http://www.terrorresponse.org/" target="_blank">Institute of Terrorism Research and Response</a> (ITRR), for example, is an American-Israeli corporation &#8220;created to  help organizations succeed and prosper in a world threatened by  terrorism&#8221;.</p>
<p>Its partners include The Israel Export and International Cooperation  Institute – &#8220;your gateway to business in Israel&#8221;. Their global  intelligence division even maintains a presence in London where, they  claim, &#8220;our intelligence-gathering and analysis, research, training and  consulting services reduce your vulnerability to global and regional  forms of terrorist threats and mass-casualty events&#8221;. It’s just a  coincidence, of course, that Britain&#8217;s most important security bodies –  the Intelligence and Security Committee, the Foreign Affairs Committee  and the Defence Committee – are all headed by senior Israel flag-wavers  with access to highly classified material.</p>
<p>ITRR recently staged a Mass Casualty and Terrorism Workshop in Jerusalem  attended by students from Philadelphia University. Topics included mass  casualty management, security and counter-terrorism, forensic medicine  as it relates to terrorism and visits to suicide bomber sites. &#8220;These  site visits include actual video footage of the events&#8230; One student  was amazed with the resiliency of the Israeli people and how quickly  they are able to return a site &#8216;back to normal&#8217;.&#8221;</p>
<p>Just across the border in Gaza is the mother of all mass-casualty sites  far more serious than anything Israel has had to cope with, although it  caused it. A visit there would have opened students’ eyes to how the  Palestinians are never given the chance to return to &#8216;normal&#8217; after  Israel’s endless terror onslaughts, robbed as they are of medical  essentials and reconstruction materials.</p>
<p>I bet ITRR’s workshop didn’t cover that.</span></p>
<h3><span style="font-size:x-small;">&#8220;First used by Zionists&#8221;</span></h3>
<p><span style="font-size:x-small;">The other day I was sent a list of  Zionist &#8220;firsts&#8221; pulled together in a handy aide-memoire. Let&#8217;s call  them claims for the time being. I’ve seen evidence for some, but others  are new to me. A friend who watches things closely says the listing has  been posted in forums repeatedly, with requests for any corrections.</p>
<p>Let&#8217;s ask again. Can anyone refute these claims on <a href="http://tinyurl.com/35hj5lr" target="_blank">delphiforums</a>?</p>
<p>Here&#8217;s the roll-call on who introduced terrorism (along with biological, chemical and nuclear weapons) to the Middle East:</span></p>
<ul><span style="font-size:x-small;"></p>
<li> Bombs in cafés: first used by Zionists in Palestine on 17 March 1937 in Jaffa. (actually grenades).</li>

<p><span style="font-size:x-small;">The only form of violent terrorism  not introduced into Palestine by the Zionists was suicide bombing, a  tactic used almost entirely by people fighting occupation of their  &#8220;homeland&#8221; – think 1000s of Japanese in 1945, 100s of Tamils and 38  Lebanese in the 1980s – most of the latter being motivated by  socialism/communism, not Islam &#8211; see <a href="http://amconmag.com/article/2005/jul/18/00017" target="_blank">http://amconmag.com/article/2005/jul/18/00017</a>.</span></p>
<ul><span style="font-size:x-small;"></p>
<li> Biological warfare – pathogens used by Zionists in 1948, prior to the seizure of Acre, putting typhus into the water supply.</li>
<li> Chemical warfare – nerve gas very likely used by Zionists in  February/March 2001 in at least eight attacks in Khan Younis and Gharbi  refugee camps (Gaza) and the town of Al-Bireh (West Bank).</li>
<li> Nuclear threats – made by Zionists e.g. 2003: &#8220;We have the capability to  take the world down with us. And I can assure you that that will  happen, before Israel goes under.&#8221; – Remarks of Martin Van Creveld, a  professor of military history at Israel’s Hebrew University, 1 February  2003.</li>

Comes with cute music.</p>
<p>To these we could add &#8220;sofa slaughter&#8221; with armed drones. The Israelis  use this armchair technique extensively in Gaza, unleashing death and  destruction on civilians by remote control at no personal risk to  themselves. There are interesting variations too. For example, during  the 40-day siege of the Church of the Nativity in Bethlehem in 2002 the  Israeli occupation force set up cranes on which were mounted robotic  machine guns under video control. According to eye-witnesses, eight  defenders, including the bell-ringer, were murdered, some by armchair  button-pushers and some by regular snipers.</p>
<p>Right now we’re witnessing a cyber-terror attack against Iran with an  ultra-sophisticated virus that disables thousands of industrial  computers, including those controlling Iran’s nuclear programme. This is  an extremely sinister development with frightening global implications.  The presumption is that it’s Zionist inspired and implemented by  Israeli stooges and sympathizers since no-one else hates and fears the  Iranians this much, but the truth may never be known.</span></p>
<h3><span style="font-size:x-small;">Banned horror weapons spread terror</span></h3>
<p><span style="font-size:x-small;">There&#8217;s also the use, suspected or  real, of prohibited weapons. In July 2006 doctors in Lebanon and Gaza  were saying: &#8220;We never saw before wounds and corpses like those that  arrive in the ward&#8230;&#8221; The majority of victims were women, children and  elders caught in Israeli attacks in the street, in the market place and  at home.</p>
<p>What they saw led doctors to believe that a new generation of weapons  was being used. Common to all victims was the lack of visible wounds,  but they had serious internal edema and hemorrhage with loss of blood  from all orifices. All the bodies had a covering of dark powder, making  them look black, but they were not burnt. Clothes and hair were not  damaged or burnt.</p>
<p>Electron microscope scans showed the presence of phosphorous, iron and  magnesium at below normally detectable levels. Elements that are used as  additives to boost the blast of thermobaric (fuel-air energy) bombs and  grenades were found on skin samples, but none of these could be seen by  instruments normally used in hospitals and emergency wards.</p>
<p>Thermobaric weapons leave no fragments on or in the victims&#8217; bodies,  making it all the more difficult to provide proper care for the injured.  &#8220;This fact already puts them outside established conventions of war,  regardless of whether they are used against military or civilians,&#8221; say  the doctors.</p>
<p>The effect of a thermobaric shell or grenade, according to the <a href="http://www.globalsecurity.org/" target="_blank">GlobalSecurity</a> website, is devastating. &#8220;Those near the ignition point are  obliterated. Those at the fringe are likely to suffer many internal, and  thus invisible injuries, including burst eardrums and crushed inner ear  organs, severe concussions, ruptured lungs and internal organs, and  possibly blindness. The destruction, death and injury are caused by the  blast wave.&#8221;</p>
<p>Another report, published by <a href="http://www.defense-technology.com/" target="_blank">Defense Technology</a>,  says: &#8220;Each tissue type &#8230; is compressed, stretched, sheared or  disintegrated by overload according to its material properties. Internal  organs that contain air (sinuses, ears, lungs and intestines) are  particularly vulnerable to blast.&#8221;</p>
<p>The United States uses 40mm thermobaric grenades developed for the war  against &#8220;terror&#8221; in Afghanistan. These little beauties produce a  thermobaric overpressure blast and &#8220;all enemy personnel within the  effective radius will suffer lethal effects as opposed to the  conventional fragmentation round.&#8221;</p>
<p>The grenades are fired from a specially developed weapon. &#8220;You can put  six rounds on target in under three seconds,&#8221; one Marine Corps corporal  said. &#8220;I thought this thing was sick.&#8221;</p>
<p>America is reported to have lost nuclear bombs, so it shouldn’t be too  difficult for them to mislay shipments of thermobaric grenades, which in  the wrong hands would wreak havoc in the metro or London’s Underground.</span></p>
<h3><span style="font-size:x-small;">Hoist by their own petard</span></h3>
<p><span style="font-size:x-small;">A perfectly good form of words is used to brand, outlaw and crush any organization, individual or country the US doesn’t like.</p>
<p>Under Executive Order 13224 (&#8220;Blocking Property and prohibiting  Transactions with Persons who commit, threaten to commit, or support  Terrorism&#8221;), Section 3, the term &#8220;terrorism&#8221; means an activity that:</span></p>
<p><span style="font-size:x-small;">(i) involves a violent act or an act dangerous to human life, property, or infrastructure; and (ii) appears to be intended<br />
(a) to intimidate or coerce a civilian population;<br />
(b) to influence the policy of a government by intimidation or coercion; or<br />
(c) to affect the conduct of a government by mass destruction, assassination, kidnapping or hostage-taking.&#8221;</span></p>
<p><span style="font-size:x-small;">The order was signed 23 September  2001 by George W. Bush, the irony being that his definition of terrorism  fits the United States and its bosom-buddy Israel like a glove.</p>
<p>Since then, of course, we’ve seen the Zionists commit the foulest act of  state terrorism in recent times. During their Cast Lead onslaught they  butchered at least 350 more children, and Gaza has been under daily  attack ever since. So the &#8220;most moral army in the world&#8221; must have blown  to bits, shredded, incinerated or smashed with snipers’ bullets at  least 1,400 Palestinian youngsters in the last 10 years. The numbers  left maimed or crippled don&#8217;t bear thinking about.</p>
<p>And let&#8217;s not forget the assassinations and extra-judicial executions.  In the US there’s a presidential prohibition on assassination except in  war situations, but if they can conjure up an intelligence &#8220;finding&#8221;  that enables them to label the target a &#8220;terrorist&#8221;, and claim the  murder was an act of self-defence in a war situation, they&#8217;re in the  clear.</p>
<p>Assassination became official Israeli policy in 1999. Their preferred  method is the air-strike, which is lazy and often messy, as demonstrated  in 2002 when Israeli F-16 warplanes bombed the house of Sheikh Salah  Shehadeh, the military commander of Hamas, in Gaza City killing not just  him but at least 11 other Palestinians, including seven children, and  wounding 120 others.</p>
<p>According to the Israeli human rights organisation <a href="http://www.btselem.org/English/index.asp" target="_blank">B&#8217;Tselem</a>, 408 Palestinians have been killed in the course of targeted assassinations since the second <em>Intifada</em> (uprising) began in 2000. This systematic extermination is regarded as legal and legitimate by Israel&#8217;s attorney-general.</p>
<p>In a sane world you’d expect the American and Israeli administrations to  be hoist by their own petard, branded as &#8220;persons who commit, threaten  to commit, or support terrorism&#8221;, and punished in the same way they seek  to punish others.</span></td>

<p>Mahmoud Alami, a Jerusalem taxi driver, knows the city like the back of  his hand. He knows the neighbourhoods, the streets. And he knows the  stop lights.</p>
<p>There is one in particular that troubles him not  professionally but personally. It stands between Beit Hanina, a  Palestinian neighbourhood, and Pisgaat Zeev, a Jewish settlement.</p>
<p>&#8220;It   stays green for [settlers] for five minutes. But to go in and out of  Beit Hanina? Only two or three cars can pass,&#8221; Alami says. &#8220;It&#8217;s too  short. It causes a lot of traffic jams.&#8221;</p>
<p>Al Jazeera found that  stoplights that lead to Jewish settlements and neighbourhoods stay green  for an average of a minute and a half. In Palestinian areas, it&#8217;s 20  seconds. One light in predominantly Arab East Jerusalem is green for  less than 10 seconds.</p>
<p>&#8220;[Palestinians] are stuck,&#8221; says Amir Daud,  another taxi driver. &#8220;It reflects a very bad situation for the people.&#8221;</p>
<p><strong>Budgetary   discrimination</strong></span></p>

<p><span style="font-family:Verdana,Arial;font-size:x-small;">Traffic jams are just one of the  many problems that plague infrastructure and services in Palestinian  areas of Jerusalem. Roads are poorly maintained. They are narrow and  bumpy, riddled with cracks and potholes. Street signs and sidewalks are  almost non-existent.</p>
<p>Trash containers are usually communal and  there are often too few to meet the needs of the neighbourhood.  Pedestrians, forced to walk on the shoulder of the road, wade through  garbage.</p>
<p>Jewish neighbourhoods and settlements, on the other  hand, are neat and orderly. Sidewalks and traffic circles keep  pedestrians safe; roads are well-marked, some with lit signs. Most  buildings have a garbage bin and the streets are free of litter.</p>
<p>In   one Jewish area, a grassy median is adorned with a rainbow assortment  of decorative sculptures &#8211; metal children playing, kicking footballs,  and riding bikes.</p>
<p>When Al Jazeera presented a list detailing the  differences between Jewish and Arab neighbourhoods to the Jerusalem  municipality, the spokesperson denied the findings.</p>
<p>But, speaking  on the condition of anonymity, a former employee of the Jerusalem  municipality confirmed that there is discrimination on a budgetary  level. The sports department offers the most dramatic example &#8211; only 0.5  per cent of funds are allocated to Palestinian neighbourhoods. The  other 99.5 per cent goes to Jewish areas.</p>
<p><strong>Quality of life<br />
</strong><br />
Nisreen   Alyan, an attorney at the Association for Civil Rights in Israel  (ACRI), has recently filed a petition protesting against the lack of  garbage collection in the Palestinian neighbourhood of Tsur Baher,  located in East Jerusalem. Despite a population of 20,000, only 12  streets receive the service.</p>
<p>This impacts both health and the  quality of life, Alyan explains. Stray dogs, some carrying rabies, are  attracted to the piles of trash. Residents have been attacked by the  animals. And now children are afraid to go outside.</p>
<p>&#8220;There are no  public gardens for them, they don&#8217;t have anything,&#8221; Alyan says. &#8220;So  these streets are the only place for the cars, for the children, for the  garbage, for the dogs, for everything.&#8221;</p>
<p>The petition ACRI has  filed asks the municipality to meet its legal responsibility, &#8220;nothing  less, nothing more,&#8221; Alyan says. &#8220;[This] means that they have to give  [the residents] the right of sanitation.&#8221;</p>
<p>Alyan has informed the  city of Tsur Baher&#8217;s troubles in the past. But the city claims it cannot  serve the whole neighbourhood because garbage trucks cannot maneuver  the small streets. Alyan points out that this should not be an obstacle.  The municipality has found creative solutions in other parts of  Jerusalem.</p>
<p>The streets in Tsur Baher are problematic, one  resident explains. There are not enough of them.</p>
<p>While most  Palestinian neighbourhoods are subject to building restrictions, Tsur  Baher is one of the few that is free to build. Much of their land has  been appropriated by a neighbouring settlement, Har Homa; some is on the  other side of the Israeli-built separation barrier; and there is no  infrastructure to reach what is left.</p>
<p>The lack of roads also  means that emergency services cannot access all parts of the  neighbourhood. Children have died in house fires. And because of a  police order that prohibits ambulances from entering Palestinian  neighbourhoods without a police escort residents have died waiting for  medical care.</p>
<p>&#8220;The problem is that the policemen don&#8217;t come in  time,&#8221; a resident says. &#8220;The ambulance is stopped waiting at the top of  the neighbourhood for half an hour &#8230;. People have died in this  situation.&#8221;</p>
<p>&#8220;[ACRI is] writing another petition about it now,&#8221;  Alyan adds.</p>
<p><strong>Paying taxes</strong></span></p>

<p><span style="font-family:Verdana,Arial;font-size:x-small;">Asked about traffic lights in  Tsur Baher, Alyan answers that there are none.</p>
<p>Out of concern for  the children&#8217;s safety, the residents scraped together the money to add  speed bumps to the roads.</p>
<p>In other neighbourhoods, Palestinians  have pooled funds to pay for garbage collection and street sweeping.</p>
<p>This   is after they have paid taxes.</p>
<p>Because over 90 per cent of  Israel&#8217;s Palestinians live in towns separate from the Jewish population,  many Israeli Jews excuse away the differences between Arab and Jewish  areas with a &#8220;poor municipality&#8221; argument.</p>
<p>They are poor, their  towns are poor. Arabs do not pay a lot of taxes, or enough taxes, or any  taxes at all, Israeli Jews say, so their villages cannot afford the  same services they enjoy.</p>
<p>But that reasoning falls apart in  Jerusalem, a city striped with Palestinian and Jewish areas. And with  Nof Tzion (Zion View), a Jewish settlement found smack in the centre of  Jabel Mukhaber, a Palestinian neighbourhood, the differences are  glaringly obvious.</p>
<p>&#8220;For years, [Jabel Mukhaber] didn&#8217;t have a  main street,&#8221; Alyan says. &#8220;Just after they built Nof Tzion, [the  municipality] built a very fine street with pavement and lights.&#8221; But  the road stops dead after Nof Tzion. It gets bumpy, dropping off into  gravel, then dirt, for the Palestinians.</p>
<p>The &#8220;poor municipality&#8221;  argument does not hold weight in Jerusalem for another reason. To the  city&#8217;s Palestinians, who have only residency and no citizenship, paying  taxes is tremendously important.</p>
<p>&#8220;If you won&#8217;t pay your taxes,  you won&#8217;t have proof that east Jerusalem is the centre of your life and  if you can&#8217;t prove that, you will lose your residency,&#8221; Alyan explains.  This means that one becomes stateless, a refugee.</p>
<p>&#8220;Before  [Palestinian residents of Jerusalem] find money to feed their children,  they pay their taxes,&#8221; Alyan says.</p>
<p>Tsur Baher, along with  neighbouring Umm Tuba, pays approximately $7mn in taxes annually to a  municipality they do not get to vote for. East Jerusalem residents tell  Alyan that they just want the government to invest what they have paid  back into the neighbourhoods.</p>
<p><strong>&#8216;Psychological warfare&#8217;<br />
</strong><br />
Yousef   Jabareen, the director of Dirasat, the Arab Centre for Law and Policy,  explains that public services are also funded on the national level.  This is another point of inequality.</p>
<p>Jabareen points to the  &#8220;National Priority&#8221; programme that gave economic incentives to  government-selected areas. When the programme was introduced in 1998,  500 Jewish towns received national priority status. While Palestinians  make up nearly 20 per cent of Israel&#8217;s population, and half of the  nation&#8217;s poor, only four Arab villages were selected.</p>
<p>&#8220;That was a  classic example of how the allocation of government resources is  discriminatory,&#8221; Jabareen says, adding that grave inequalities can be  found in the state-funded educational system as well.</p>
<p>Everything &#8211;  from the poor conditions of the infrastructure to the lack of public  services &#8211; adds up to leave Palestinians feeling rejected and  disconnected, Jabareen says.</p>
<p>&#8220;It&#8217;s a feeling of frustration and  of not belonging &#8230;. That the government and state is excluding you and  you are not counted as an equal.&#8221;</p>
<p>Do the disparities in  Jerusalem&#8217;s neighbourhoods and the differences in funding throughout the  nation amount to apartheid?</p>
<p>&#8220;In some areas you could identify  some characteristics of apartheid that should raise a lot of concern  about the future,&#8221; Jabareen comments.</p>
<p>A young Israeli Jew, fresh  from army service, simply remarks, &#8220;It&#8217;s a kind of psychological  warfare. The idea is to get [Palestinians] to leave.&#8221;</span></td>

<p><strong>WHO IS HANDALA?<br />
</strong>From approximately 1975 through 1987 Naji Al-Ali created  cartoons that depict the complexities of the plight of Palestinian  refugees. These cartoons are still relevant today and Handala, the  refugee child who is present in every cartoon, remains a potent symbol  of the struggle of the Palestinian people for justice and  self-determination.Naji Al-Ali wrote: “The child Handala is my  signature, everyone asks me about him wherever I go. I gave birth to  this child in the Gulf and I presented him to the people. His name is  Handala and he has promised the people that he will remain true to  himself. I drew him as a child who is not beautiful; his hair is like  the hair of a hedgehog who uses his thorns as a weapon. Handala is not a  fat, happy, relaxed, or pampered child. He is barefooted like the  refugee camp children, and he is an icon that protects me from making  mistakes. Even though he is rough, he smells of amber. His hands are  clasped behind his back as a sign of rejection at a time when solutions  are presented to us the American way.”Handala was born ten years old,  and he will always be ten years old. At that age, I left my homeland,  and when he returns, Handala will still be ten, and then he will start  growing up. The laws of nature do not apply to him. He is unique. Things  will become normal again when the homeland returns.I presented him to  the poor and named him Handala as a symbol of bitterness. At first, he  was a Palestinian child, but his consciousness developed to have a  national and then a global and human horizon. He is a simple yet tough  child, and this is why people adopted him and felt that he represents  their consciousness.” <strong>LET THIS CHILD RETURN HOME</strong></p>

I&#8217;ve been waiting and waiting for the implementation  of all those UN resolutions concerning the Palestinian right of return.  Israel has committed a heinous crime of magnificent proportion in 1948,  all the while the world powers stood by including many of the corrupt  Arab leaders. I will not give up my right to return to our home in Haifa  as many other Palestinians will do the same. Israel has been treating  the indigenous Palestinians so brutally and very badly for many years  now, and the world is asking us Palestinians to compromise and make more  sacrifices in the sake of Peace, what the world should be doing is put  pressure on the aggressor Israel to relinquish it&#8217;s hold on the daily  lives of the Palestinian people and let us live in Peace.</p>
